Organisational Procurement Strategy
An Organisational Procurement Strategy is a top level view of how procurement will be conducted throughout your organisation, and what it will achieve.
Procurement is not just a structured method of acquiring goods and services, it is an enabler that supports your overarching aims and helps you achieve your objectives. Your Organisational Procurement Strategy should show at a high level where procurement will contribute to the attainment of your organisation’s goals. It should be supported by an Implementation Plan that describes in detail how in practice this will or is happening.
Operational Procurement Strategy
An Operational Procurement Strategy is the specific approach adopted for a particular procurement exercise. It should address a number of key aspects including:
- Summary of requirement
- Procurement process
- Sustainable development
- Risks
- Pricing strategy
- Tender evaluation
NPG can both conduct a full analysis and write your strategy for you, or work with you to help you develop your own strategy. We will ensure your Organisational Strategy meets all the requirements laid down within the National Procurement Strategy for Local Authorities, if applicable to your organisation. We will also help you develop an operational procurement strategy template that can be tailored to meet the requirements of individual procurement exercises.
Full procurement cycle
The procurement process begins from the correct identification of a need and flows through a number of stages including:
- Development of a business case – Examining the full cost benefits of options
- Development of a specification – Ensuring that ultimately what you get is what you actually wanted, either in goods or services
- Selection of the most suitable procurement process - Including single tender negotiation, competitive tendering, bid evaluation and supplier selection if required.
- Ensuring compliance with all relevant procurement regulations
- Assistance with contract development, ensuring the final agreement can be actively managed
- Contract management
NPG can provide expert support throughout the whole of the procurement process, or can be called upon for focussed support for a particular element.
We will help you refine your need to ensure you procure no more and no less than you need.
We will guide you through the public sector rules and regulations to make sure you stay compliant.
We will help you develop tender documentation, including evaluation criteria, or undertake the whole tender process on your behalf.
We will ensure your contracts can be actively managed, and either help you to help yourself, or undertake contract management on your behalf.
Ultimately our aim is to ensure you achieve Best Value through following best practice in all your procurement processes.
Procurement Training
NPG will work with you to identify any areas of the procurement process that your staff need to be trained in, helping you to conduct a Training Needs Analysis.
We will develop tailor-made courses to address your knowledge gaps. We will conduct focussed training at your premises.
Key areas of training that are commonly required are:
- Contract Management
- The OJEU Process
- Negotiation skills
- Tender preparation and evaluation
e-Procurement
Electronic procurement (e-procurement) offers exciting developments in the world of procurement, and is a key element in the Government’s National Procurement Strategy for Local Government.
e-procurement can be applied to a variety of procurement processes, including:
- e-Tendering
- e-Invoicing
- e-Auctions
- Procurement cards
- Marketplaces
NPG will help you analyse your procurement processes and identify where e-procurement could bring you added value.
We will advise on what e-options are available, and help you select the most suitable and cost-effective solution
We will help you develop an e-procurement strategy, then help you deliver it.
